N1 - Funding Information: The first publication of an international code of ethics, the Nuremburg Code, was issued in 1947. In 1964, the World Medical Association set forth the Declaration of Helsinki, and in 1978, the National Commission for the Protection of Human Subjects released the Belmont Report (DHEW 1979). Applicable to all research funded by U.S. Government grants, “The Common Rule” was published in 1991 (DHHS 1991). The Council for International Organizations of Medical Sciences (CIOMS) issued guidelines for biomedical research involving human subjects in 1993 (CIOMS 1993). The President’s National Bioethics Advisory Commission was formed in 1995, and recently issued a controversial report, identifying important issues and recommendations for “Research Involving Persons with Mental Disorders that May Affect Decisionmaking Capacity” (Capron 1999; Charney 1999; Charney et al 1999; Michels 1999; National Bioethics Advisory Commission 1998; Oldham et al 1999). Each of these documents represents, in its own time, an attempt to establish guidelines of ethical conduct in scientific research; however, the need for improvement at each stage, or deficits in our society’s attempts, can be inferred by the necessity of introduction of each new set of guidelines.
