Abstract
The exact equations for time-dependent structure functions in the one-dimensional stochastic Burgers equation is analyzed, showing how z = 1 arises. Various numerical checks of this result are presented. The corresponding exact equations for the structure functions in the case of the Navier-Stokes equation are also presented, and by analogy with the one-dimensional Burgers equations it is shown how Taylor's hypothesis can arise in homogeneous turbulence.
